I. Venue:

All elimination games will be held at Bibincahan Gymnasium, Sorsogon City. During the tournament, transfer of venue may be undertaken as needed to complete the games on schedule.

II. EVENTS/ CATEGORIES
A. Elementary Girl
B. Elementary Boy
C. Secondary Girl
D. Secondary Boy

III. ELIGIBILITY

1. The tournament shall be open to all Sorsogon City Student-Athletes.
2. For events A, B, C, and D, proof of age (photocopy of PSA birth certificate and Learner’s Reference Number), Medical certificate, and parent’s permit shall be presented upon registration.
For A and B, born on or after January 1, 2012 and Grade 5 pupil or below.
For C and D, born on or after January 1, 2007 and Grade 11 student or below.

IV. REGISTRATION

1. Registration shall be first-come, first-served basis, subject to the maximum twelve(12) slots for each event/ category, and to be communicated to _____________at mobile number ____________. Incomplete documentary requirements/proof of eligibility shall be denied registration (null and void).

Documents to be submitted:

A. PLAYERS:
Photocopy of Birth Certificate
Learner Reference Number (LRN)
Medical certificate
Parent’s permit
B. COACH and ASSISTANT COACHES
A Proof of Employment (Certificate of Employment, Updated Service Record, or Payroll)

2. Each school shall register not later than July 12, 2024 at 5pm to give ample time to the organizers to verify and complete the team entry. Registration shall be on a first-come first-serve basis, subject to the maximum reserved slots for each district.

3. NO SUBSTITUTION of registered participants/ players shall be allowed after July 15, 2024 at 5pm.

4. In case of vacant slots for any Events or Categories (A, B, C, and D) as of July 15, 2024 at 5pm, the reservation given to the schools shall be deemed forfeited and the vacant slots shall be opened to any eligible teams/ schools in the City on a first-come, first-serve basis. Thus, a school may only have one competing team on the same event/ category.

5. No walk-in registration at the tournament venue shall be entertained.

6. Registration shall be FREE of charge.

V. GENERAL GUIDELINES

1. Each competing team consists of at most twelve (12) players from the same school.
2. Players’ jersey numbers must be printed in front (small print) and at the back of their shirts/jerseys (big print) using 1 to 20 ONLY. The team captain’s number must be underlined. Jersey numbers such as 01, 02, 03, …09 are not allowed.
3. A mandatory 1-day session sports clinic for both coaches and players shall be held before the start of the tournament.
4. All players must join and attend the Opening Ceremonies in their respective uniforms.
5. Participating team/s must be at the playing venue 30 minutes before the scheduled game/ match.
6. The team that does not appear fifteen (15) minutes after the scheduled time of the game shall be declared in default in favor of the opposing team.
7. All players must wear proper jerseys and shoes during the entire game/ match.Playing barefoot is not allowed.
8. The team coach and/ or assistant coach must be a teacher or school employee/s. No other person can coach the team during the game/ match except the official coach or assistant coach.
9. The coach and assistant coach are expected to wear pants, jerseys or polo shirts, and shoes.
10. SULAY Tournament shall observe the governing Volleyball international rules (FIVB 2022- 2024).  In case of modification, House Rules shall be applied.
11. Before the start of the match, each competing team will be given a 5-minutewarm-up.
12. NO Uniform, NO Coach/ Asst. coach – NO Play. 
13. If a violation of eligibility rules is proven, the games in which the individual has taken part shall be declared forfeited in favor of the opposing team. 
14. Questions/ protests on the conduct of the games and game results must be done in written form and be submitted to the Chairperson or Tournament Officials within 24 hours. Questions on eligibility must be filed in written form. However, protest on “Judgement Call” by the officiating officials will not be entertained.

VI. (A) GAME FORMAT

1. The Ten (12) teams for the Secondary Category and Twelve (12) Teams for the Elementary will be divided into two (2) brackets and will play using a single round-robin format in the elimination round.
2. All Elimination Rounds and Semi-Final Rounds will be played raised to using 2 out of 3 games format. And, in case of a 1-1 match standing, the 3rd game (deciding game) will be played.
3. The top two (2) teams per bracket in the elimination round will play in the semi-final round. Ranked 1 from Bracket A will be matched with the ranked 2 from Bracket B, and ranked 2 from Bracket A will play against the ranked 2 from Bracket B in the semi-final round. Losers 1 and 2 will play for the 3rd place, while the winner in the match between Winner 1 and 2 will be the champion in 3 out of 5 systems for secondary and 2 out of 3 systems for elementary.

(B) CLASSIFICATION OF TEAMS

Classification of Teams shall be considered in the following order.

1. The Number of victories: the teams shall be classified in descending order by the number of matches won.

2. In the case of equal matches won, the ff. points shall be awarded per match to each team:

Match Won 2-0

3 points

Match Won 2-1

2 points

Match Lost 1-2

1 points

Match Lost 0-2

0 points

Match Forfeited

0 points (25-0; 25-0)

3. In case of equal points, the ff. will be applied:
a. Set Quotient: (set quotient= no. of sets won¸ no. of sets lost)
b. Points Quotient: (point quotient= total of all points scored ¸ total of all points lost)
c. If tie continues as per points quotients between two teams, the priority will be given to the team which won the last match between them (Win over the other Rule)

(Only matches between the tie teams will be considered)
