TEAM REGISTRATION 

  1. This is a free tournament and no registration fee will be collected provided only that the teams to play will follow all the tournament guidelines and rulings the committee or organizing party implemented. The tournament committee has the rights to send the disrespectful team home once proven with their unrightful and disrespectful acts.

Eligibility Rules

  1. Teams must identify the schools they represent. They must be currently enrolled to the schools to be part of the team. Likewise, Out of School Youth are also welcomed to be part of this tournament provided that they will comply with all the requirements and follow all the tournament guidelines implemented.
  2. Tournament will only be for elementary level (7 years old – 11 years old) and secondary level (12 years old – 17 years old). Likewise, Out of School Youth are welcomed and must follow all the standard given for age bracket.
  3. Respective coaches or team captains should register and submit their player roster composed of maximum 10 players including the goalkeeper.
  4. Team coach or team captain must submit their final line up one week before the scheduled tournament.
  5. All player must submit a medical waiver duly signed by their respective parents and coaches.
  6. The organizing committee, directors and tournament manager reserve the rights to decline a player or team from joining the Sulay sa Futuro Sports League, Futsal Tournament.

Uniforms

Tournament Uniforms – for quick identification or recognition during match games, players are required to bring their team uniform or any t-shirt with same color. Please bring two colored t-shirts.

Match Rules

  1. All players and officials shall maintain the spirit of sportsmanship, fair play and good fun at all times, both on and off the court. All players are asked and mandated to be more respectful to the referees, tournament committees and tournament manager. The decision of the tournament manager will always be final in any circumstances and must be follow.
  1. Each should have 5 players included the goalkeeper to a side before the game starts. 4 players and 1 goalkeeper. There will be a minimum of 4 players for a team to start the match. A team can have a maximum of 10 players in every game.

     

  2. This is a futsal tournament; 15 minutes straight time will be set for every game. One time out per team will be made available. During the Battle for 3rd and Championship match their will be total of 20 minutes time will be set divided into two halves with 10 minutes each. Each half will be given on time out. Time out will only be for 60 seconds.

     

  3. NO SHIN GUARD, NO PLAY rule applies. Long socks or inner thigh pants to hold the shin guard is required. Shin guard must be secured at all times during every match. In addition, goalkeeper must have an elbow pad and knee pad. It will be checked before every match starts. In violation to this, player/s cannot join the game.

     

  4. No SLIDING TACKLE are allowed. Referees will give a yellow card to any players who will violate this rule. Players may slide to kick the ball provided that there is no clear possession of the ball from the other team. Goalkeepers may slide but they are not allowed to perform two footed slides that are rough and highly dangerous.

     

  5. No SHOULDER-TO-SHOULDER CHARGERS are allowed. Referees will give a yellow card to any players who will perform one. Since this is a friendly tournament, ROUGH PLAY WILL NOT BE TOLERATED. Direct free kick will also be given to the following:

    a. kicking or attempting to kick an opponent
    b. tripping an opponent
    c.
    jumping at an opponent
    d.
    charging an opponent in a violent or dangerous manner
    e.
    charging an opponent from behind
    f. 
    striking, attempting to strike or spitting at an opponent
    g. 
    holding an opponent
    h. pushing an opponent
    i.
    charging an opponent with shoulder (i.e., shoulder charge)
    j.
    sliding at an opponent (i.e., sliding tackle)
    k.
    handling the ball (except goalkeeper)

    Players will kick in the ball when the ball goes out to the side and there will be a corner kick when the ball goes out to the baseline after being kicked out by a defender player. During kick in, the ball must be on the line and not moving when the players to perform will be kicking. Foot must either be on the line or outside the field of play. It must not be in the field of play. If there is a violation, possession will transfer to the other team.

  1. There will be no offside in this tournament.
  2. Pass back to the goalkeeper will be allowed and the goalkeeper will be allowed to handle the ball within the penalty area.
  3. The 4 second rule of the goalkeeper will be applied at all times.
  4. Unlimited flying substitution are allowed as long as the referee is informed and is during the dead ball situation. The exiting player must exit to the designated substitution area before the substitute player enter. A violation of this rule will result in a warning. Succeeding violations will be penalized with an indirect free kick that will be awarded to the opponent of the team who violated the rules. Indirect free kick will be performed from the top of the arc around the goal.
  5. Referee can issue yellow and red cards for serious infraction. Two yellow cards in the same game to a player will result to red card, expulsion in the game as well as one game suspension and it will be served immediately on the next match of the team. Awarded player with red card will only be replaced after 4 minutes or until the opposing team scores a goal.
  6. Two yellow cards accumulated over multiple games even they are from non-consecutive games will result in a one game suspension to be serve immediately on the next match. Any player who gets his or her second red card from two yellow cards in one game will automatically be disqualified from the rest of the tournament. A straight red card also deems that player will be automatically be out of the tournament. The team will not be allowed to substitute the expelled player for the duration of the game.
  7. Teams with more than five (5) accumulated fouls will lead to a free kick of the opposing team from the second penalty spot.

Disciplinary

  1. Player with yellow card will be fined with Php 100.00
  2. Player with straight red card will be fined Php 300.00 and will be escorted out of the venue by the tournament committee or management. The fines will be determined by the tournament committee and tournament officials if it will be served or will be waived depending on the circumstances the actions were made by the called player.
  3. Team Coach and Team Captain will shoulder the cost.
  4. Referee’s decision is final
  5. In case of uncleared circumstances during decision making in a match, Tournament Manager will decide and it will be final. Once the Tournament Manager interfere during the decision making, it will supersede the previous decision.
  6. In the event of any complaint or protest regarding the tournament, decision making will be made by the tournament committee and tournament manager. Their decision will be final. Protest of age or of player must be done immediately and be dealt right after it was received just before the game be started. Protest done during or after the game will be decided before the next make of the protested team.

Tie Breaker System

  1. Following FIFA’s official system for tie breakers for teams that finished level on points in every match:
  1. The match will be awarded with extra 5 minutes extension. If the score is still tied after the extra time given, there will be a standard 5 – player penalty shootout. The team coach or team captain will submit their list and order of kickers from the first kickers all the way up to the last player of the roster. The first five players on the list for the shootout will be the first 5 kickers for the penalty shootout. The toss coin will be made to determine who will be the first to kick.
  1. If after 5 kickers the outcome is not yet decided, the penalty shootout then become sudden death, exhausting all the players in the roster. The sixth kickers in the list submitted roster will continue up to the last player, given that the total number of kickers from one team will be equivalent to the number of the other team to avoid tactical advantage.
  1. If the outcome is still the same, toss coin will be made to decide who will win the match.
  1. Following FIFA’s official system for tie breakers of teams that finished level on points in every bracket right after all the matches been conducted:

5 minutes extended time

Sudden Death

Game Format

  1. Official Registered teams will be divided into 2 or 4 brackets depending on the teams that will join the tournament.
  2. The Round Robin Double or Quadruple Split will be used.
  3. 3 points for every win, 1 for draw and 0 for loss.
  4. The top two of every bracket will advance to quarter finals for 4 brackets (cross format – winner to loser) and semi-finals (parallel format – winner to winner, loser to loser) for 2 brackets.
  5. There will be 15 minutes game with stoppage time to be determine by the referee. Time can be shortened upon the discretion of the tournament committee due to any inevitable circumstances.
  6. There will be no half time but five-minute interval time in every game will be observed.
  7. There will be no time-outs. An injured player and in need of abrupt medical attention must notify immediately the referee to pause the time of the present game.
  8. Scheduled teams to play must be at the venue 5 minutes before the scheduled time for checking and preparation.
  9. Champion will keep the tournament plaque until the next tournament. They will return the tournament plaque to the committee and will be passed to the next champion or still be kept by the former champion. They will also be awarded with medals and certificates likewise with the 1st and 2nd runner up. Please be reminded that there will be no monetary award be given to winners as this is part of the development of futsal within the city – a friendly tournament.
