All elimination games will be held at Sorsogon National High School, Sorsogon City.
During the tournament, transfer of venue may be undertaken as needed to complete the games on schedule.

  1. The tournament shall be open to all Sorsogon City student- athletes.
  2. For events A, B, C, and D, proof of age (photocopy of PSA birth certificate and Learner’s Reference Number), Medical certificate, and parent’s permit shall be presented upon registration.
  • For A and B, born on or after January 1, 2010
  • For C and D, born on or after January 1, 2006
    1. Registration shall be first-come, first-served basis, subject to the maximum ten (10) slots for each event, and to be communicated to Sorsogon City Administrator’s Office

    Documents to be submitted:

    • Photocopy of Birth Certificate
    • Learner Reference Number (LRN)
    • Medical certificate
    • Parent’s permit
    1. Each district shall register not later than MAY 1, 2023 at 5pm to give ample time to the organizers to verify and complete the team entry. Registration shall be on a first-come first-serve basis, subject to the maximum reserved slots for each district.
    1. No substitution of registered participants shall be allowed after MAY 1, 2023 at 5pm.
    1. In case of vacant slots for any Events or Categories (A, B, C, and D) as of MAY 1, 2023 at 5pm, the reservation given to the schools shall be deemed forfeited and the vacant slots shall be opened to any eligible teams/ schools in the City on a first-come, first-serve basis. Thus, a school may have one (1) or more competing teams on the same event/ category.
    1. No walk-in registration at the tournament venue shall be entertained.
    2. Registration shall be FREE of charge.

  1. Each competing team is consists of at most twelve (12) players from the same school.
  2. All players must join and attend the Opening Ceremonies in their respective uniforms.
  3. Players’ jersey numbers must be printed in front (small print) and at the back of their shirts/jerseys (big print) using 1 to 20 ONLY. The team captain’s number must be underlined.
  4. A mandatory 1-day session sports clinic shall be held before the start of the tournament.
  5. Participating team/s must be at the playing venue 30 minutes before the scheduled game/ match.
  6. The team that does not appear fifteen (15) minutes after the scheduled time of the game shall be declared in default in favor of the opposing team.
  7. SULAY Tournament shall observe the governing Volleyball international rules (FIVB 2022- 2024).  In case of modification, House Rules shall be applied.
  8. Before the start of the match, each competing team will be given 5 minutes warm-up.
  9. If violation of eligibility rules is proven, the games in which the individual has taken part shall be declared forfeited in favor of the opposing team.
  10. Questions/ protests on the conduct of the games and game results must be done in written form and be submitted to the Chairperson or Tournament Officials within 24 hours. Questions on eligibility can be filed in written form not later than the end of the 2nd game in the tournament. However, protest on “Judgement Call” by the officiating officials will not be entertained.
  1. The eight (8) teams per category will play using a single round-robin format.
  2. All Elimination Rounds and Semi-Final Rounds will be played raised to using 2 out of 3 games format. And, in case of a 1-1 match standing, the 3rd game (deciding game) will be played.
  3. The top four (4) team in the elimination round will play in the semi-final round. Ranked 1 will be matched with the ranked 4, and ranked 2 will play against the ranked 3 in the semi-final round. Loser 1 and 2 will play for the 3rd place, while the winner in the match between Winner 1 and 2 will be the champion in 3 out of 5 system for secondary and 2 out of 3 system for elementary.

Classification of Teams shall be considered in the following order.

  1. The Number of victories: the teams shall be classified in descending order by the number of matches won.
  1. In the case of equal matches won, the ff. points shall be awarded per match to each team:

3 points

Match Won 2-1

2 points

Match Lost 1-2

2 points

Match Lost 0-2

0 points

Match Forfeited

0 points (25-0; 25-0)

 

  1. In case of equal points, the ff. will be applied:
    1. Set Quotient: (set quotient= no. of sets won¸ of sets lost)
    2. Points Quotient: (point quotient= total of all points scored ¸ total of all points lost)
    3. If tie continues as per points quotients between two teams, the priority will be given to the team which won the last match between them (Win over the other Rule)

 

(Only matches between the tie teams will be considered)
