The City Disaster Risk Reduction Management Council (CDRRMC) held its Year-End Conference last December 19-20, 2016 at the Vitton Resort Hotel, Donsol, Sorsogon. The objective of the conference was to review, assess and integrate its programs and advocacies on disaster risk reduction management and ascertain gaps as well as measures to address these gaps.
The highlight of the conference was the formulation of the Council’s Internal Rules and Regulations (IRR) to ensure smooth and efficient operations.The IRR focused on the following areas: a) Frequency of meetings; b) Permanent representatives to CDRRMC meetings; c) Quorum; d) Minutes; e) Formulation of Budget; f) Addition/Replacement of members; g) Declaration of State of Calamity; h) Designation of Acting Chairman; i) Availment of Capability-Building activities; j) Disciplinary measures; k) Criteria for CSO accreditation; l) Remuneration of members; and m) Parameters in choosing project proposals for funding.
The members were also encouraged to suggest projects/activities for funding, to be sourced from the 2016 budget surplus (P17M), CLAD Award (P.5M), and Forecast-Based Financing ($.65M). It was also agreed that the Council will come up with a listing of parameters to screen project proposals to be recommended for funding. (T.Fortes)
